Report No. GFRS-2024-0001


Recommendation(s):

  1. That Council receive Report No. GFRS-2024-0001 prepared by the Georgina Fire and Rescue Services dated May 29, 2024 respecting amendments to By-law 2004-0040 (FI-1).
  2. That Council approve and adopt the attached By-law to Establish and Regulate a Fire Department.

Recommendation(s):

  1. That Council receive Report No. DCAO-2024-0006 prepared by the Office of The Deputy CAO dated May 29, 2024 respecting 2024 Tax Rates.
  2. That Council approve the 2024 tax rates for the Town of Georgina as detailed in Attachment #1, highlighted in yellow.
  3. That Council adopt the necessary By-Law to establish the 2024 tax rates for the Town of Georgina.

Recommendation(s):

  1. That Council receive Report No. DS-2024-0027 prepared by the Development Engineering Division, Development Services Department dated May 29, 2024, respecting the execution of a proposed Earthworks Agreement for the Ballymore (Queensway North) Subdivision; 
  2. That Council authorize the Mayor and Clerk to execute an Earthworks Agreement between Ballymore Development (Georgina) Corp., as Owners and the Corporation of the Town of Georgina relating to Draft Plan of Subdivision 19T-19G01 referred to as the Ballymore (Queensway North) Subdivision; and, 
  3. That Council authorize staff to make minor revisions to the draft Earthworks Agreement, included as Attachment 3 to Report No. DS-2024-0027. 

Report No LS-2024-0013


Recommendation(s):

  1. That Council receive Report No. LS-2024-0013 prepared by the Municipal Law Enforcement Division, Legislative Services dated May 29th, 2024, respecting an update on the Off-Road Vehicle Pilot Project.
  2. That Council extend the Off-Road Vehicle Pilot Project to continue during the period from December 15th, 2024 to April 15th, 2025.

Report No. OI-2024-0008


Recommendation(s):

  1.  That Council receive Report No. OI-2024-0008 prepared by the Road Operations Division, Operations & Infrastructure Department, dated May 29, 2024, regarding the Bi-Annual Traffic Report.
  2. That Bylaw 2024-xxxx be adopted to amend Bylaw 2023-0087 (TR-1) to:

        i.  provide further administrative amendments following the 2023 Traffic Bylaw consolidation project.

        ii.  amend Schedule V- "No Stopping" on Richmond Park Drive, east of The Queensway S.

Report No. OI-2024-0007


Recommendation(s):

  1. That Council receive Report No. OID2024-0007 prepared by the Operations and Infrastructure Department regarding the Requested Changes to the Operation of Town and Regional Roads & High Street Redevelopment Update dated May 29, 2024;
  2. That, upon approval at Regional Council, the Town of Georgina assumes:
    1. Woodbine Avenue from Metro Road N. to Lake Drive
    2. Park Road from Black River Road to Hedge Road
    3. Old Homestead Road from Weir’s Sideroad to Station Road;
    4. High Street, from Highway 48 to Dalton Road;

       

  3. That the Regional Municipality of York be requested to assume:
    1. McCowan Road from Ravenshoe Road to Baseline Road
    2. Weir’s Sideroad from Old Homestead Road to Highway 48;

       

  4. That the Regional Municipality of York ensure the Traffic Signal Maintenance on High Street be performed by the preferred vendor procured by the Regional Municipality of York, at the cost of the Town of Georgina;
  5. That Council increase the design budget by $340,000.00 for the Regional components of the High Street reconstruction project, to be recovered from York Region;
  6. That authority be granted to the Chief Administrative Officer to execute any and all necessary transfer agreements associated with these resolutions, and that all necessary bylaws be brought to Council to bring these recommendations into effect; and
  7. That the resolutions be circulated to the Regional Municipality of York.

Report No. DS-2024-0015


Recommendation(s):

  1. That Council receive Report No. DS-2024-0015 prepared by the Planning Policy Division, Development Services Department, dated May 29, 2024 respecting an update to the Tree Preservation and Compensation Policy;
  2. That the Draft Tree Preservation and Conservation Policy attached as Appendix 2 to Report DS-2024-0015 be endorsed as the basis for further consultation with the public and stakeholders; and
  3. That Staff be directed to report back to Council on the results of further consultation and a recommended update to the Tree Preservation and Compensation Policy.

Report No. CSD-2024-0008


Recommendation(s):

  1. ​​That Council receive Report No. CSD-2024-0008 prepared by the Community Services Department, dated May 29, 2024, concerning future capital improvements proposed at the Town’s waterfront parks and road ends;   
  2. That Council receive and endorse in principle the Town of Georgina’s Waterfront Parks Master Plan, dated November 2023, prepared by The Planning Partnership Ltd., subject to annual budget deliberations;
  3. That staff report back through the annual budget deliberation process to activate priority capital improvements outlined in the master plan starting in 2025.
