“The Town of Georgina recognizes and acknowledges that we are on lands originally used and occupied by the First Peoples of the Williams Treaties First Nations and other Indigenous Peoples, and on behalf of Mayor and Council, we would like to thank them for sharing this land.  We would also like to acknowledge the Chippewas of Georgina Island First Nation as our close neighbour and friend, one with which we strive to build a cooperative and respectful relationship.


We also recognize the unique relationship the Chippewas have with the lands and waters of this territory.  They are the water protectors and environmental stewards of these lands and we join them in these responsibilities.”

  • Council acknowledged the passing of Queen Elizabeth II on Thursday, September 8th following 70 years of dedicated service; a sad event for her family and the nation as a whole; her funeral will be held on Monday, September 19th
  • Council acknowledged the recent tragic murder of two individuals in the GTA, one a Toronto police officer and the other an owner of a business

Councillor Neeson declared an interest in Item Nos. 12.1.g and 12.1.h concerning the Lake Drive Shoreline Jurisdiction Action Plan regarding beach associations discussed during the August 10th Council meeting; he did not attend the August 10th meeting but is required by the procedure bylaw to retroactively declare his conflict.

Henry Radder of 112 Victoria Road, Udora, requested consideration of an exemption to the exotic animal bylaw, regarding Section 5.24, livestock in residential areas, to exclude pigeon-keeping as pigeons are not considered poultry, citing historic uses of pigeons as a postal service and current use in the sport of pigeon-racing.  Mr. Radder requested the Town create a bylaw to permit residents to raise pigeons as a hobby and a sport.

    That Council receive the delegation provided by Henry Radder requesting the exotic animal bylaw be amended to permit residents to raise pigeons as a hobby and a sport and refer the request to the Chief Administrative Officer's office for discussion concerning the open bylaw file on this issue.

Niv Bala, Executive Director, Routes Connecting Communities, project lead and Sandra Hanmer, Project Coordinator, provided an update on activities of the Georgina Community Action Table (CAT) that have transpired since their last update in April. 

  • provided information on actions taken by the working groups, the quick action resident and agency-led grants, and future plans including a job fair, a community resources section to be added to the Linking Georgina website, a working centre model as well as many community engagement activities such as lunches and cultural events.
  • requested Council to consider different ways it can become involved moving forward
  • turning to medium and long-term plans, promoting resident ambassadors for working groups, working with United Way to continue the Quick Action Grant program, provide update to new Town Council in the new year

Val Stevens, Director/CEO, Georgina Public Library and Mary Catherine Macaluso, Library Board Chair, presented the Georgina Public Library 2021 Year in Review which included curbside pickup, book delivery services to those unable to access the library, inter-library loan service, programs for different age groups, outdoor program, internet access and a mobile wi-fi lending program.  They also thanked the library and Town staff, volunteers, members of the community and Council for supporting the library.

Mayor Quirk moved forward Item No. 13.1.a to be dealt with in conjunction with this presentation.

Report No. LS-2022-0016

  • RESOLUTION NO. C-2022-0321
    1. That Council receive Report No. LS-2022-0016 prepared by the Clerk’s Division, Legislative Services Department dated September 14, 2022 respecting the 2023 Council meeting schedule.

       

    2. That Council waive Section 3(2) of the Procedural By-Law No. 2016-0014 (COU-2) to allow for early consideration of the 2023 meeting schedule and more scheduling flexibility.

       

    3. That Council approve the attached Council meeting schedule for 2023.

    1. That Council receive Report No. DCAO-2022-0014 prepared by the Financial Controllership and Reporting Division of the Office of the Deputy CAO dated September 14, 2022 respecting the Appointment of Auditor for Audit Services.

       

    2. That Council appoint KPMG LLP to provide audit services to the Corporation of the Town of Georgina and its local boards and committees for the 2022, 2023, and 2024 fiscal years with the option to renew two (2) additional two (2) year terms subject to satisfactory performance.

       

    3. That Council adopt a by-law to give effect to the above-noted recommendations.

Report No. SI-2022-0011

Lawrence Artin introduced Courtney Rennie, Senior Project Manager for Parks and Open Spaces.

Courtney Rennie reviewed the report at this time.

  • seeking court design with dimensions within the confines of the Pefferlaw Ice Pad and supply and install all equipment and hardware for one tennis court, one basketball court and two pickleball courts, including installation of two ceiling-hung facility divider curtains; equipment must be appropriate for unsupervised site, staff must be able to install and remove all equipment seasonally as needed
  • athletic tile flooring system to be procured, will remain in place year-round and the ice pad will be built on top, tile colours are optional
  • project can be completed this year if no supply chain issues and if vendors are able to install the materials.  Alternatively, If supply chain issues occur, project will begin in spring of 2023.
  • based on speaking with vendors and the square footage of the area, generally $80,000 for the flooring product, installed 

Dan Buttineau; tile flooring product is used on multi-use ice rinks across Ontario, similar perforated, non-slip tile product used on tennis courts in Newmarket

    1.    That Council receive Report No. SI-2022-0011 prepared by the Special Capital Delivery Division, Strategic Initiatives Department dated September 14, 2022 regarding the single source award to supply, deliver, and install court equipment 
    for a new multi-purpose, outdoor Sports Zone on the Pefferlaw Ice Pad (PIP) located at 38 Pete's Lane, in Pefferlaw, Ontario.

    2.    That Council approve the single source award to Court Surface Specialists Ltd. to supply, deliver, and install court equipment for the Sports Zone for a total cost of $105,000.00 (excl. HST), plus approval of a 20% contingency in the amount of 
    $21,000.00 to be expended via approved change order only.

    3.    That Council authorize the Manager of Procurement Services to issue a Purchase Order to a total of $105,000.00 (excl. HST) to supply, deliver, and install court equipment for the Sports Zone to Court Surface Specialists Ltd.

Report No. LS-2022-0017

  • Rachel Dillabough provided an overview of the amended procedure bylaw to reflect current operations, best practices, updated terminology and increased flexibility
  • initial draft peer reviewed by Denis Kelly, former Clerk for the Region; redrafted with his suggestions and reviewed a second time
  • best practice to structure the bylaw to follow the flow of the meeting, makes it easier to locate sections during the meeting
  • updated general language , removed gender specific pronouns, written in more clear and concise manner for transparency
  • definition section updated to reflect the actual usage of terms in the bylaw
  • content incorporated for hybrid meetings
  • removed content that did not directly relate to procedure, removed motion for continuing meetings past four hours
  • condensed the Speakers, Delegations and Presentations sections due to repetition
  • formalized addition of wellness breaks approximately every two hours during meetings
  • reviewed suggestions to proposed wording; Section 5.2.e, adding '...unless invited to do so by the Chair', Section 16.1, remove 'and sign them', add 'The presiding officer will sign them after the adjournment of the meeting' and replace 'forthwith' with 'promptly', and Section 22.2, requested not to include the seconder of a motion in the minutes of the meeting.  Seconding a motion does not mean you agree with the motion, it is best practice to include the seconder in the minutes

    1. That Council receive Report No. LS-2022-0017 prepared by the Clerk’s Division, Legislative Services Department dated September 14, 2022 respecting the Revised Procedure Bylaw;

       

    2. That Council adopt the revised Procedure Bylaw which will come into effect on November 15, 2022 with the new term of Council.

    The Mayor's office was requested to forward a letter of appreciation to Denis Kelly, former Regional Clerk for the Region of York, for his assistance with the procedure bylaw update.

The Town Clerk was requested to investigate the ability for Town Council to delegate authority to staff for this type of status request, to eliminate the need for these requests to go to Council for approval, thereby streamlining the process.
