“We would like to begin today’s meeting by acknowledging that the Town of Georgina is located over lands originally used and occupied by the First Peoples of the Williams Treaties First Nations and other Indigenous Peoples and thank them for sharing this land. We would also like to acknowledge the Chippewas of Georgina Island First Nation as our close neighbour and friend, one with which we strive to build a cooperative and respectful relationship.”

  • Dale Kerr Genge, 26 Hedge Road, Jackson's Point, as President of the Briars Community Association representing residents of Hedge Road from Lake Drive to Park Road, Sibbald Crescent, Maplewood Lane, Larson Lane, Birch Knoll Road, respecting Item No. 13.1.d, strongly supporting the recommendation of the Georgina Environmental Advisory Committee that the Mossington Wharf be removed in its entirety and the area returned to a natural state, citing results of an opinion survey, access to the wharf, environmental issues due to treatment of decking and stringers and lower beams hazardous to marine life, no washroom facilities, low economic benefits from boat traffic, sedimentation issues at the mouth of the river and dredging requirements.  Wharf was constructed in 1964/65 therefore it has no historical attributes.

    That Council receive the delegation provide by Dale Kerr Genge, President of the Briars Community Association respecting Item No. 13.1.d, strongly supporting the recommendation of the Georgina Environmental Advisory Committee that the Mossington Wharf be removed in its entirety and the area returned to a natural state.

    Mayor Quirk moved forward and dealt with Item No. 13.1.d at this time.


Dan Buttineau advised that a report will be submitted to Council for consideration in October regarding the Waterfront Master Plan Strategy which will contain options for the Mossington Wharf.

Discussion ensued concerning past estimates for the removal of the dock according to the  Collier report in 2019, along with a fencing system for safety, as well as dredging; all were referred to Phase 1 of the Waterfront Master Plan Strategy for investigation and options for consideration.  An additional option can be included to remove the decking and return the area to its natural state.  A report will be before Council in October for consideration.

    That Council receive correspondence from the Georgina Environmental Advisory Committee in support of the full removal of the Mossington Wharf and the remediation and restoration of the area, and that it be referred to the Waterfront Master Plan for consideration by Council through submission of a report.

  • Gloria Marsh, York Region Environmental Alliance, requested Council consider a review and drafting of a pilot project  for solar covered parking lots, indicating that this has been implemented in 2017 in Michigan as well as the Burnaby, BC Civic Centre; energy created can be used to provide energy to adjacent buildings, reduce the urban heat generated from paved lots and power electric vehicle power stations, noting that Spark Power have 400 employees in Ontario and any work to be performed in York Region could be handled through its Vaughan location.
  • Ryan Cronsberry indicated that this suggestion can be included in the sustainability strategy next year
  • Staff was requested to compare the equivalent amount of money to energy savings; more economical to save power than to produce power; lighting changes, efficiency, energy savings to be produced, sustainability

    That Town Council receive the delegation provided by Gloria Marsh, York Region Environmental Alliance, requesting Council consider reviewing and drafting a pilot project feasibility proposal for a solar covered parking lot, and refer the request to the appropriate staff to investigate the issue as part of its sustainability Policy study  and consider such factors as financial implications, energy savings and sustainability, and to the Georgina Environmental Advisory Committee for its consideration.

  • Tracey Carrigan, Master Plan Advisor for Water/Wastewater Master Plan, and Wendy Kemp, Acting Director of Infrastructure Asset Management, presented the 2021 Water and Wastewater Master Plan indicating key highlights of the plan that aligns with the Region's municipal comprehensive review.
  • extended forecast from 2041 to 2051 to align with growth forecast
  • this plan assumes that the Upper York Water Reclamation Centre is in place to service growth in East Gwillimbury and portions of Newmarket and Aurora. 
  • the York Region Wastewater Act, if proclaimed as law, would prevent the Ministry of Environment from making a decision on the Environmental Assessment for the Upper York Sewage System project (UYSS) and stop any legal action against the Province related to the legislation
  • servicing strategies align with 2016 master plan; water sources are Lake Ontario, ground-water wells, Lake Simcoe
  • updated water and wastewater infrastructure program totals $4.3 billion of growth related water and waste water infrastructure is needed to meet growth targets established over a 30 year horizon
  • Region to provide draft infrastructure plan to Regional Council in November, final report by Regional Council in the first quarter of 2022, followed by the 30-day public and agency review period
  • Region is monitoring flows and when the Sutton Treatment Plant reaches 70%, its expansion will be moved ahead to the 10-year capital plan; capacity reports are submitted to Regional Council quarterly for consideration.
  • Duffin Plant receives flows from 80% of the Region's high urban areas; Vaughan, Markham, Richmond Hill, Newmarket, Aurora, King City; those flows are under consideration as they also have ambitious growth plans. 
  • the Environmental Assessment in 2009 contemplated a southern route, which was changed by the Minister to a local route in 2010

  • RESOLUTION NO. C-2021-0290
    1. That Council receive Report No. GFRS-2021-0004 prepared by the Georgina Fire & Rescue Services dated September 22, 2021 respecting amendments to By-law 2016-0024 (FI-4).

       

    2. That Council directs Staff to provide Public Notice of the proposed By-law to Establish Fire and Emergency Services Fees in the Town of Georgina.

       

    3. That Council, after the appropriate notice period, approves and adopts the amended By-law to Establish Fire and Emergency Services Fees in the Town of Georgina.

  • Olga Lawton provided a brief update on the Capital Projects Status
  • requested staff to include total approved budget for completed items versus the costs; being provided a dollar value on completed projects would be informative
  • Ryan Cronsberry; Senior Management Team discussed improvement in terms of expectations and outcomes and the capacity in carrying out the projects, will decide on the number of projects that can be completed in a year, potential project management roles, impacts to procurement division

    That Council receive and endorse correspondence from the Georgina Agricultural Advisory Committee respecting the lack of options for recycling boat shrink wrap and agricultural bale wrap and twine, the need to make recycling programs more accessible to the agricultural and marine industries across Canada and requesting steps be implemented between government, municipalities, agricultural and marine groups to further this need, and that the draft correspondence be referred to staff for discussion and direction as to which departments and ministries are the most appropriate ones to receive this correspondence.

Rob Flindall advised;

  • reports of improper use of the public water taps by commercial users has increased; potential hazard to the public system through cross-contamination from the equipment connected to the public tap
  • Section 19 of the Safe Drinking Water Act includes a standard of care, responsibilities of municipalities and personal responsibility for members of Council/Senior Staff
  • under the Municipal Drinking Water license, municipalities are required to protect the municipal drinking water system
  • there is no specific legislation requiring municipalities to provide potable water 
  • strongly recommend the public taps be closed with adequate notice to the public to prevent the public’s exposure to the risk of the potential for contamination of the water supply
  • staff will come back with an expedited report respecting options for a system for private users to fill small amounts of water safety
  • staff will provide information on the interim use of the commercial filling station at the Civic Centre, notice through Communications Department of the closure of the water taps as well as the date for such closure
  • an interim solution at the bulk water facility at Civic Centre can be provided; a longer term solution will be provided in future

    1. That Council endorse the submission of an application to the rural Economic Development Grant program to support the establishment of an incubator/accelerator hub in Georgina.
    2. That Council delegate authority to the office of the Chief Administrative Officer to execute any required agreements to implement this initiative.
    3. That council allocate $150,000 from the Tax Rate Stabilization Reserve for this initiative and that staff secure an additional $150,000 from the RED Grant program and/or other funding sources in order to proceed with this initiative.

    1. That Council receive the briefing note regarding the Community Building fund - Capital Stream.
    2. That Council direct the Chief Administrative officer to submit a funding application to the Ontario Trillium Foundation under the Community Building Fund - Capital Stream on or before September 20, 2021.
    3. That Council pre-approve up to $125,000 in the 2022 budget for playground rehabilitation, funded through the Parks Repair and Replacement Reserve.
    4. That Council authorize the Chief Administrative Officer to determine the exact funding to be applied for, provided the Town's share does not exceed $125,000.
    5. That staff advise Council of the outcome of the application.

  • Water and wastewater issue coming back to Regional Council on October 21st , Municipal Comprehensive Review.
  • Lake Simcoe Region Conservation Authority meeting this week will be considering reports; Bradford Bypass and Fixed Link bridge from the mainland to Georgina Island, Conservation Authority to assist in ensuring it is constructed in the most environmentally sensitive way.  Public information meeting to be held in October.
