“The Town of Georgina recognizes and acknowledges that we are on lands originally used and occupied by the First Peoples of the Williams Treaties First Nations and other Indigenous Peoples, and on behalf of Mayor and Council, we would like to thank them for sharing this land.  We would also like to acknowledge the Chippewas of Georgina Island First Nation as our close neighbour and friend, one with which we strive to build a cooperative and respectful relationship.


We also recognize the unique relationship the Chippewas have with the lands and waters of this territory.  They are the water protectors and environmental stewards of these lands and we join them in these responsibilities.”

  • Chief Jenkins; the first digital Community Risk Assessment in Ontario, if not Canada, created by Deputy Zwicker, gained international interest, Georgina Fire and Rescue Services received recognition on her work from B-Spatial.  Mayor Quirk presented the 2024 Gold Award to the Georgina Fire and Rescue Services team of Deputy Lorianne Zwicker, Jacklyn Stromberg, Bojan Balmazovic, Data Analyst, Captain Kailee Veenstra, Fire Prevention Officer, and Kaitlyn Moore, Communication Specialist

Darren Gahan, 135 Gwendolyn Blvd, regarding Item 11.1.e, requested staff to investigate the culture of safety and potential improvements that could be made, indicated concerns with the bollard road narrowing method to slow traffic which should exclude bicycle traffic and various safety issues throughout the Town that need to be resolved such as fencing, parking enforcement, parking in No Stopping Zone, posting of signage in inappropriate locations, culvert repairs.  

Superintendent Ed Villamere,  Inspector Alice Tsang of York Regional Police presented Community statistics and initiatives concerning policing in Georgina.

It was suggested that the Town's Communications Department coordinate with York Regional Police to amplify the CCTV Registration message to residents and businesses.

  • RESOLUTION NO. C-2024-0176
    1. That Council receive Report No. DCAO-2024-0006 prepared by the Office of The Deputy CAO dated May 29, 2024 respecting 2024 Tax Rates.

       

    2. That Council approve the 2024 tax rates for the Town of Georgina as detailed in Attachment #1, highlighted in yellow.

       

    3. That Council adopt the necessary By-Law to establish the 2024 tax rates for the Town of Georgina.

  • RESOLUTION NO. C-2024-0177
    1. That Council receive Report No. DS-2024-0027 prepared by the Development Engineering Division, Development Services Department dated May 29, 2024, respecting the execution of a proposed Earthworks Agreement for the Ballymore (Queensway North) Subdivision; 

       

    2. That Council authorize the Mayor and Clerk to execute an Earthworks Agreement between Ballymore Development (Georgina) Corp., as Owners and the Corporation of the Town of Georgina relating to Draft Plan of Subdivision 19T-19G01 referred to as the Ballymore (Queensway North) Subdivision; and, 

       

    3. That Council authorize staff to make minor revisions to the draft Earthworks Agreement, included as Attachment 3 to Report No. DS-2024-0027. 

       



Report No LS-2024-0013

  • RESOLUTION NO. C-2024-0178
    1. That Council receive Report No. LS-2024-0013 prepared by the Municipal Law Enforcement Division, Legislative Services dated May 29th, 2024, respecting an update on the Off-Road Vehicle Pilot Project.

    2. That Council extend the Off-Road Vehicle Pilot Project to continue during the period from December 15th, 2024 to April 15th, 2025.



Report No. OI-2024-0007

  • RESOLUTION NO. C-2024-0179
    1. That Council receive Report No. OID2024-0007 prepared by the Operations and Infrastructure Department regarding the Requested Changes to the Operation of Town and Regional Roads & High Street Redevelopment Update dated May 29, 2024;

       

    2. That, upon approval at Regional Council, the Town of Georgina assumes:
      1. Woodbine Avenue from Metro Road N. to Lake Drive
      2. Park Road from Black River Road to Hedge Road
      3. Old Homestead Road from Weir’s Sideroad to Station Road;
      4. High Street, from Highway 48 to Dalton Road;

         

    3. That the Regional Municipality of York be requested to assume:
      1. McCowan Road from Ravenshoe Road to Baseline Road
      2. Weir’s Sideroad from Old Homestead Road to Highway 48;

         

    4. That the Regional Municipality of York ensure the Traffic Signal Maintenance on High Street be performed by the preferred vendor procured by the Regional Municipality of York, at the cost of the Town of Georgina;

       

    5. That Council increase the design budget by $340,000.00 for the Regional components of the High Street reconstruction project, to be recovered from York Region;

       

    6. That authority be granted to the Chief Administrative Officer to execute any and all necessary transfer agreements associated with these resolutions, and that all necessary bylaws be brought to Council to bring these recommendations into effect; and

       

    7. That the resolutions be circulated to the Regional Municipality of York.


Report No. SI-2024-0011

  • RESOLUTION NO. C-2024-0180
    1. That Council receive Report No. SI-2024-0011 prepared by the Economic Development and Tourism Division, Strategic Initiatives Department dated May 29, 2024 respecting the appointments to the Board of Management and approval of the 2024 budget for the Jackson’s Point Business Improvement Area.
    2. That the following individuals be appointed to the vacancies on the Board of Management for the Jackson’s Point Business Improvement Area for the remainder of the 2022-2026 Term of Council and that Council pass a by-law to give effect to these appointments:

    3. That Council approve the 2024 annual budget for the Jackson’s Point Business Improvement Area as set out in Attachment 1.

    5. That the by-law designating the Jackson’s Point Business Improvement Area be amended to require that the Board of Management be comprised of a minimum of four (4) and maximum of seven (7) members.

  • compare old vs new policy and number of trees
  • consider size of replacement trees to ensure a sufficient number of trees
  • consider either the number of trees, or the future tree canopy when considering the number of trees to ensure a similar canopy covering after a certain number of years as canopy depends on tree species and number
  • require securities for specified maintenance period to ensure survival of new trees
  • identify slopes, ravines and hills for land stabilization
  • potential street plantings in older parts of Town as part of cash-in-lieu

    1. That Council receive Report No. DS-2024-0015 prepared by the Planning Policy Division, Development Services Department, dated May 29, 2024 respecting an update to the Tree Preservation and Compensation Policy;
    2. That the Draft Tree Preservation and Conservation Policy attached as Appendix 2 to Report DS-2024-0015 be endorsed as the basis for further consultation with the public and stakeholders; and
    3. That Staff be directed to report back to Council on the results of further consultation and a recommended update to the Tree Preservation and Compensation Policy, and that staff return with an information report regarding the potential merits of a municipal tree-cutting bylaw before the end of 2024.

Steve Lee-Young introduced Donna Hinde of The Planning Partnership

Donna Hinde presented the final Waterfront Parks Master Plan; Section 1-Waterfront Parks, including 7 destination Waterfront Parks and 9 Community Waterfront Parks, Section 2-Road Ends of 27 Road Ends and Other Parcels, Section 3-Implementation including a) Priorities, b) Order of Magnitude Costs, c) Phasing, d) Parking Strategy and e) Economic Development Opportunities

Council comments;

  • swim platforms, where feasible, would be a welcome addition
  • concept of connecting the dog park, Young's Harbour and Adeline Park; continue to evaluate feasibility study against adding a small section of sidewalk
  • define what target visitors are for each access point
  • agree with prioritization of Willow Beach, it needs the most effort
  • ensure local resident access is prioritized for those who do not live on the water
  • adjust timelines up if grant money becomes available
  • Young's Harbour; focus on updating the park first, delaying the secondary parking area
  • road ends with small access to the water; prioritize these for the residents with consistent signage, focus on access to the lake
  • give priority to road ends; road ends not addressed in implementation phase
  • implement road alteration at Willow Beach Park first
  • focus town-wide on items that would make the most impact and create continuity between all beaches, ie park furniture
  • lifting no-parking restriction on Lake Drive East; challenging

    2. That Council receive and endorse in principle the Town of Georgina’s Waterfront Parks Master Plan, dated November 2023, prepared by The Planning Partnership Ltd., subject to annual budget deliberations;
    3. That staff report back through the annual budget deliberation process to activate priority capital improvements outlined in the master plan starting in 2025. 
    4. That staff bring the design work for the Willow Beach Park forward to the 2025 budget for Council's consideration.
    5. That staff consider the feasibility of advancing the Young's Harbour park portion earlier than as suggested in the Implementation Plan.

    That Council endorse the briefing note and draft resolution requesting the Government of Ontario to act urgently to raise the social assistance rates to an acceptable level that correlates with the cost of living;

    WHEREAS all families and individuals in the province of Ontario are grappling with a higher cost of living, with the costs of basic needs like food and housing outpacing inflation;

    AND WHEREAS the most vulnerable amongst us – those reliant on social assistance incomes, such as Ontario Works and Ontario Disability Support Program (ODSP) – are impacted even more by the current economic climate;

    AND WHEREAS Ontario Works rates have been unchanged since 2018, sitting at a maximum of $733 per month for a single person;

    AND WHEREAS in 2023, there were 1,054 Ontario Works cases in Georgina;

    AND WHEREAS York Region has urged the Province to update Ontario Works and ODSP shelter allowances to take into account local housing market realities so that recipients can afford safe, stable housing;

    AND WHEREAS it has been acknowledged by the provincial government that adjustments should be made for inflation when it comes to ODSP (the first ODSP adjustment last year added about $80 to a single recipient’s basic payment, bringing it to $1,308 per month) – an adjustment that York Region has been urging the government to replicate with Ontario Works since 2023;

    AND WHEREAS both Ontario Works and ODSP support is inadequate to manage against the inflationary increases to the cost of living;

    NOW THEREFORE BE IT RESOLVED:

    1. THAT the Town of Georgina calls on the Government of Ontario to act urgently to raise the social assistance rates to an acceptable level that correlates with the cost of living;
    2. THAT the Government of Ontario ensures social assistance supports keep pace with the rate of inflation by adjusting Ontario Works each year, as has been done with ODSP; and
    3. THAT the Province, as was requested by York Region, increase program delivery funding to manage York Region’s ballooning caseload; and
    4. THAT the Clerk be directed to forward a copy of this resolution to the Honourable Michael Parsa, Minister of Children, Community and Social Services, the Honourable Sylvia Jones, Minister of Health, the Honourable Paul Calandra, Minister of Municipal Affairs and Housing, the Association of Municipalities of Ontario (AMO), the Ontario Municipal Social Services Association (OMSSA), York Region Chairman Wayne Emmerson, The Regional Municipality of York and its lower-tier municipalities, Prince Edward County and the Town of Grimsby.
