The Agent Gord Mahoney spoke to the application
Matthew Ka advised that 9 public comments were received.
A member of the public, Sylvia spoke; she advised that the houses on Polva Promenade are at a lower elevation than the houses on Victoria Street, as such everything slopes westward onto Polva Promenade. She further advised that with the Septic and Sump Pump drainage it will need to flow to Victoria as Polva Promenade has no ditches.
Gord Mahoney advised that he read all the public comments and there were three things that were common among all of them. The first was additional traffic on the road, Gord advised that the road will be upgraded in the next ten years per the municipality as such ditches will be put in. As well he did not anticipate an influx of traffic. The next problem was drainage, he advised that drainage and grading plans must be provided prior to getting a building permit. Lastly, there were comments on the Environment, as many residents advised that the property is located in the Greenland System, Gord looked into this and advised that it is not in the Greenland System, the Greenland System falls to the west of the subject property.
John Rogers, Committee Chair, mentioned that there is concern about a tree in particular, he asked Gord Mahoney if these trees are on the clients property and will they be saved or removed. Gord Mahoney advised that the big pine that was a center of comments, they cannot tell if this is on the property or on town property. The property owner intends to keep the tree.
Chris Burns asked what would happen if the tree is on the roadway would it not cause issues putting a driveway in as the frontage is only 75 meters.
Gord advised that if it is in the middle there would be 11 m per side. I think it would be prudent to find out where the tree lies. Gord Mahoney then confirmed that they do not have a topographic survey.
Chris Burns, Member asked Gord Mahoney, the Agent, how he would feel about a condition for a topographical survey. He mentioned that it was a wise idea to find out the location of the tree, in case any future owner has to do tree protection it could be very difficult to access the property if the tree is not located on the property. Gord advised that he could have the surveyor put the tree on the reference plan.
The application was approved with a new condition to have the reference plan show the trees on the property.
Following the vote, Committee Chair John Rogers advised that the application is approved subject to a 20-day appeal period and two years to meet all conditions.
